I agree that there are exceptional circumstances when double parking or
parking on the sidewalk may be called for; loading something heavy,
loading someone infirm, etc. But in the absence of strong enforcement
efforts against it, sidewalk parking could easily harden into a
permanent entitlement. Think of the median parking on Dolores,
Guerrero, and Valencia; ostensibly it is/was for churches (why
Christian worship entitles one to break traffic laws is not clear to
me), but median parking has turned into an all-weekend-long practice;
tennis players at Dolores Park, partyers on Valencia, etc. DPT knows
they are creating dangerous conditions for pedestrians and cyclists,
but they are too afraid to enforce the law now that they have let it go
on so long. I would hate to see sidewalk parking here become as endemic
as it is in Italian cities.
