Considering that the amount budgeted for bicycle street improvements
is so small (1:25 compared to Marin) it's not surprising that a
change in overhead rates has such a huge impact on the budget. If we
got $25 million for bicycle improvements dedicated to building the
bicycle network in 5 years, a 25% increase in the overhead rate is
trivial.
