I think it's a mistake to assume that even the most stringent 
enforcement of bike lanes on Market Street will keep cars out all the 
time, and on that busiest of all bike streets, the standard for 
keeping the lanes clear should be very high. The attractions on the 
sidewalk and the lack of car parking virtually guarantee that cars 
will park illegally. The design of the bike facility, therefore, 
should either prevent blockage (through effective physical 
separation) or it should accommodate it and safe bicycling (by 
widening the lane to 12' from its current 8'.
