[Carfreeliving] higher MUNI fares & MTA scenario 2

Can someone post a quick explanation of MTA's scenario 2?
From today's Chron, quoting the mayor:
"They've got to make tough choices,'' he said. "We have scoured, and we
have looked beneath the surface to find alternatives. We'll try to get
creative.''
However, he added, "We don't have $57 million of creativity.''
