Dear fellow bike and ped advocates:

I am coordinating a panel discussion an the upcoming Air and Waste 
Management Association's (www.awma.org) national conference in June 
in New Orleans. I would love hearing from folks that would be 
possibly interested in presenting on this panel (see below). Just 
shoot me an email ~ no need to submit an applications or paper topic. 
We might be able to swing a same-day entrance pass to the conference, 
so let us know if that is needed. You'll need to cover any travel/hotel costs.

Please let me know ASAP if you are interested. We are hoping to 
solidify the speakers within the next couple of weeks. Feel free to 
pass this on to any colleagues you think have expertise in this area.

Our panel session for the upcoming conference entitled, "Quantifying 
the Air Quality Impacts of Bicycle and Pedestrian Projects", will 
bring together studies and methodologies that quantify how bike and 
pedestrian projects impact air quality.

The genesis of this panel comes from the continuing difficulties 
pedestrian and bicycle projects face in competing for funds from 
funding sources that require a demonstration of cost-effectiveness, 
in terms of dollars per ton.  While it is relatively very easy to 
quantify effectiveness for some projects, like diesel retrofit, it is 
much more difficult to quantify the emission reductions from a 
project like a new pedestrian pathway.  The purpose of this panel is 
to highlight data that are available on the effectiveness of these 
types of projects, and how agencies are using these data to 
successfully promote them.  These kinds of projects could be an 
important new source of emission reductions for areas that need local 
strategies to attain the 8-hour ozone and PM2.5 NAAQS, and have 
exhausted the traditional options for controls.  They are also a good 
source of emissions reductions for compliance with the transportation 
conformity regulations, or for mitigation of project-level air 
quality impacts.  They have many benefits beyond air pollutant 
emission reductions, including roadway congestion reduction, improved 
public health, and more livable communities.

We have not fully fleshed out our roster of panelists, but the 
outline below summarizes where we are so far and the topic areas that 
the panel will cover:

Session Moderator:  Emily Drennen, Bay Area Air Quality Management 
District Advisory Council, Walk San Francisco (Executive Director)

Jeff Houk, ET-2 Chair, FHWA Resource Center Air Quality 
Team:  emissions benefits from bike & ped projects under the 
Congestion Mitigation and Air Quality Improvement Program, and 
available guidance for calculating the benefits of these programs.

Dr. John Holzclaw, Bay Area Air Quality Management District Advisory 
Council:  integration of bike & ped projects into air quality, 
transportation and land use planning in the San Francisco Bay Area.
